Windows 8 mouse scroll wheel settings can be changed so that more or less number of lines at a time can be scrolled, either horizontally or vertically.

To do this :

Right click on desktop and select “Personalize”.

Next, click on “Change mouse pointers”.

From Wheel tab, change these line scrolling settings to either increase or decrease the number of lines that can be scrolled at a time. The Vertical Scrolling settings also offers the option of scrolling one screen at a time( if that is what is really needed).
